Police received a 911 call after a McDonalds drive-thru customer in Vero Beach complained of a driver behind her repeatedly bumping her car.
Indian River County sheriffs deputies found Stevens still behind the wheel, an open bottle of booze stuffed in a paper bag on the seat next to him, according to the affidavit.
Deputies said Stevens smelled of alcohol and told them he was feeling pretty good.
Stevens, who said he has never had a Florida drivers license, allegedly told deputies that hed only sip Jim Beam at stop signs.
According to the affidavit, He further explained that he was not drinking while the car was moving and only when he stopped for stop signs and traffic signals.

A drunk will blow through a stop sign like it isn’t even there. On the other hand, somebody who is stoned will stop and wait for the sign to change.

So you can't take his license away because he never had one and you can't arrest him for DUI because he only drank while stopped for traffic signals.
I will bet Johnny Cochran could get this guy off if he wasn't already dead.

His mistake: say “Officer what are you trying to do, get me to answer something about being an immigrant. Didn’t you read your orders to clam up about sanctuary city questions. That means I can drive without a FL license and if I feel like it they’ll issue me one and a voter’s ID card, right?”
Officer: “You’re confusing Florida with California.”
Driver: “Alright, alright. Here’s my race card. Now back off.”
Officer: “Sorry I stopped you. Please don’t sue me.”
