Well, more like a PR firm (after the war room has done the writing) then they're sent to shills in different STATES and the people are told to modify the letters and personalize them. They are NOT suppose to send them in 'as is'.
The usual way to spot fake letters is to look for inconsistent writing styles.
Fake letters are also sent to our Republican Representatives... sent as if they're from a constituents... Some of the fakes are even registered as Republican. This stuff has been going on for years...

There's a good chance letters in other states will be done RIGHT - same message, but personalized. We should look for those too.

Living in the DC area, I had the VA Senate commercial memorized, and when I went to North Dakota, I just about flipped out when I saw they were using the same commercial - must have been market tested prior to release.
