Is this universal basic income, over and above, and on top of, all the public assistance benefits that these people receive?
Don’t we already have the social safety net, so that everyone in need gets some basic minimal level of public assistance?

Forced sterilization of those on welfare would solve Chicagos’ problems, but the politicians would be against it.....
