Umm, that is not really how clearances work. Higher level of clearance supersedes lower levels. TS supersedes S which supersedes Confidential. Assuming a Secrete clearance was granted, it would supersede the Public Trust.

Getting multiple security clearances would need to be consecutive, not concurrent.

They are renewed from time to time, and may increase or decrease with a new position. So a larger number of clearances just means she would have had several different low-level positions, and didn’t need a higher clearance.
