To get an emigration visa, in RSA, you must pay a certain sum ( it's not cheap!) for each LOTTERY TICKET ( it is a real lottery...they pick tickets out of a hat; well, not really "a hat", out of a bin or where the tickets are kept ) and each person who wants to leave must have a separate ticket. That means that if a family wants to leave, A TICKET FOR EACH MEMBER HAS TO BE BOUGHT;there is no such thing as a "family ticket"!
If your ticket isn't pulled and you still want to leave, you have to buy another ticket and wait for the next time that the lottery is held.

If memory serves, President Ronald Reagan pointed out that the ‘evil’ white government of South Africa could hardly be so bad since Africans were rushing to get there. They had a thriving economy at the time. So despite segregation it was the best place for most Africans to be.
And all of that changed when African immigants voted for leftist reforms. They rose the minimal wage so much that their economy plummeted. And now recently I ran into reports that seizing the farms is leading to the need to import food.
