It also does not work underwater or underground, and it requires a receiving antenna, which is vulnerable on an armored vehicle.
Deep space probes can can not use GPS. There are lots of military reasons why GPS is not a universal solution.
All I need is a small saucer, some water, a piece of cork, a needle and a magnet. From that and the sky I can navigate anywhere.

You may also need a weighted string with knots (kamal) matching the latitude of known positions, an artificial horizon(IIRC Lewis & Clark used mercury?), Watch, knowing the time helps for longitude,A sky chart...
And do not forget your nautical almanac, you can get it on your phone... But you may need to find a Mickey D’s, before the batteries go dead on the phone.

I’m thinking a shoe phone had many advantages over today’s cell version; NO CRAPWARE!!!!
