Pet store loopholes:

1. Pet stores take current inventory to shelter, come back in a day or so to buy them back (wink, wink).

2. Breeders take litter to shelter, store buys from shelter. Money laundered to get back to breeders supplying the store.

3. Non-regulated sales.

4. No background checks.

5. No waiting period.

California will fix all of that by requiring pet owners to obtain licenses - with mandatory continuing education.

Yeah. Sad. And it’s the immigrants who don’t understand how to find a pet and use pet stores. Most people I know would know to go to a shelter or adoption center for a rescue, or a breeder for a breed. Pet stores attract the casual spur of the moment “new pet owner” which is never going to be the best pet owner.

Do you think shelters would participate in that scheme? I doubt it. And why would breeders take their animals to a shelter when they can sell directly to the public?
