It was created for Lucifer and his angels, but those who reject God will have to spend somewhere for eternity, and since that will be the only place without God, that is where they go.
Before the comments about why not destroy those souls, keep in mind that each of us is made in the image of God, and a destruction of the soul is destruction of part of God. God respects that image we have of Him, and will not destroy it.

I’ve had the thought that Hell being the absence of God results in the soul yearning for God’s presence and that it is this yearning which creates the real “fire” and torment in the soul knowing that God’s presence is forever denied.
I am of the opinion that God is all things good and hell is the absence of God. I can not think of anything worse than spending eternity without access to any form of goodness. No love, no joy, no peace, no happiness, etc.
since that will be the only place without God,
If God is omnipresent, we are left with a mystery about God’s role.
