The reason the case wasn’t taken up by the FBI was because the Chicago PD refused Foxx’s request to bring them in.
The Feds can't come in on State charges.

I understand the letter would be a Federal charge but from what I’ve read, Foxx wanted them to turn the case (lynching and beating) over to the Feds. They told her “no”. Given her connection to Obama’s friend who contacted her on behalf of the Obamas and the Emanuels, wouldn’t the implication be that the Obamas and Emanuels were looking for a particular outcome? Otherwise, why would they bother?
