All the high ranking LDS see it as a business proposition. They need mass Latino immigration to create a large enough pool of denaturalized, disconnected, alienated brown people that the LDS can successfully fish for converts in. The LDS leadership knows that conversions among whites are marginal at best. To keep the Church moving ahead financially they have to fish up a lot of new members. The LDS don't care much for the US considering its history with the Mormons and they don't care what happens to the rest of the country as long as ‘Zion’ is secure, rich and well armed.
