"The Paraguay Expedition 13-15" The 1858 Paraguay Expedition, ordered by Democrat President Buchanan, commanded by South Carolina Admiral Subrick, was intended to demand indemnity & apology for Paraguay's firing on the US Navy vessel, Water Witch.
It consisted of 19 US Navy warships & steam powered merchant ships, including one which became famous in similar events, in April 1861 -- USRC Harriet Lane.
The mission was entirely successful, no lives lost, the US ambassador:
"...went ashore to conduct negotiations with Paraguayan President Carlos Antonio López that were completed in a fortnight.
As a result of the expedition, Paraguay extended an apology to the US, indemnified the family of the slain Water Witch crewman, and granted the US a new and highly-advantageous commercial treaty.[2]"
Of course there were significant differences between the 1858 Paraguay Expedition and another one in 1861, most especially in 1861 there was no US ambassador to negotiate with any potential enemies.
But it's very likely the happy results from 1858 were hoped to be confirmed in April, 1861.
