In a June 21 press release, Vermont governor Phil Scott announced his decision to hire Xusana Davis, a thirty-year-old from New York City, as "the state's first executive director of racial disparity." Ms. Davis has been commissioned "to identify and address systemic racial disparities and support the state's efforts to expand and bring diversity to Vermont's overall population[.]" But it is far from clear that there are any "systemic racial disparities" to address.
Governor Scott and Vermont attorney general T.J. Donovan have vocally condemned the Green Mountain State and its inhabitants as racist, based on statistics that show that blacks are incarcerated at a higher rate than whites and are more likely to be stopped by police. But there has been no analysis of whether these disparities are due to higher arrest rates of "people of color" as a consequence of a thriving opioid crisis.
Vermont's culture is one of dairy farming, verdant mountain scenery, maple syrup, and small-town hospitality. Both the governor and the gubernatorial hopeful who may oppose him next year openly characterize Vermonters' culture as innately racist. Scott praised Donovan's Report declaring Vermont a "White Supremacy Culture" and proudly signed a law March 29 that will create a school curriculum designed to "change the underlying culture of our state."

Most of the Vermonters would probably agree with this guy. Now they can talk about it at town meetings and maybe start a few task forces.
So, based on a “feeling” instead of hard facts, Vermont’s idiot governor decides to waste taxpayer money to hire this hack from NYC to watchdog whether there is discrimination in Vermont. The article states “...blacks are incarcerated at a higher rate than whites and are more likely to be stopped by police. “ Has anyone considered whether blacks are, in fact, committing more crimes than whites, and therefore are caught and subsequently incarcerated? Has anyone thought to look at crime maps, and correlate areas where there are more blacks living and the level of crime in those areas vs. areas of lesser black populations?
Hey, I have an idea...let’s go find a bunch of black people and tie them up and cram them into ships and busses and trucks and trains and drag them to Vermont, and make them live here until we feel good about ourselves. We could do a whole business, buying and selling persons of color so everyone who can afford to can assuage the consciences of all us horrible undercomplected, genetically evil people for our terrible, awful whiteness.

Vermont’s population is approx. 627,000,000 with blacks composing 1.27% which equates to less than 8,000 people.
I ran the stats in 2004 when Howard Dean was a candidate and the black population was around 5,000. That’s a 37% increase in 15 years.
If the state is such a horribly racist place why are blacks moving there?

Does Vermont have border guards that are keeping black people from coming into the state or something?

By my math, there are 34,000 people of color in Vermont. According to Wikipedia, in 2008 Vermont had 1,103 police officers.
Racism exists. Except in Vermont, there are not many people of color to suffer racist victimization by police, or police to go around victimizing people either.
