Anyone with a country home with a well will surely be exempt, because they probably will not require measuring the water usage.

It would seem nice to have it averaged, until you get the bill for a quarter gallon overage for all 30 days.

I think I heard that CA either prohibits, or heavily taxes, rainwater. Or at least it was being considered. Such a beautiful state; at least it used to be.

At our condo in SoCal in the mid-’90s, a cop resident had his hose running from his neighbor’s outdoor faucet to his place. She was a little old lady and never questioned her water bills. Finally, her son noticed, and figured out what was going on.
Private citizens will now have to crap on the curb in front of their homes or become homeless because they can’t afford the fines.
I believe this law applies only to water agencies and not individuals. It mandates water agencies to incorporate this 55-gallon goal in their water conservation guidelines. People are NOT going to be fined $1,000 a day if their household exceeds that number.
Calm down, everyone. California is a disaster, but not THAT insane. At least not yet.
It would appear that a fine was added after that article from 2018, so there is a way to enforce it through a penalty.

The average cost for a household using 4,000 gallons of water a month will go up 85 cents to about $24.
Louisville Water Company officials say that's a good deal compared to nearby cities.
Residents can fill up 75 eight-ounce glasses of Louisville water for just a penny.
When Louisville Water Company started in 1860, there were tariffs rather than rates.
Customers paid based on the number of rooms in a home, the kind of livestock they had and whether or not they wanted to wash a horse drawn carriage.

I am building a house, on my plans I am required to have 4 Rain Barrels, one at each corner of house to catch rainwater runoff from roof and divert to ???landscaping? v ditch that goes to wash?
And since I have a Well, NONE of this applies to me anyway.
I moved out in 1988. In 1992 I was unemployed for a while, and I did whatever temp job I could get my fingers on. A) I was never going back to CA no matter what. B) at 23 years old I could think of nothing more humiliating than moving back to mommies house

Well...It was fun until the subsequent quarterly water bill came in and we found out that "fun" is very, very expensive (Triple the avg bill for the previous 3-years' quarterly bills)...
Sure didn't seem that it was taking us that long to shower... After that fun showers occurred only after excessive drinking or anniversaries or when the Redskins won the Super Bowl or the 29th of February or President Reagan's first election-victory ball...
Saunas as well. :/
