If they test positive in Europe how will they get back? Will the airlines allow known carriers of the virus to board their aircraft and possibly expose other passengers to the virus? Logic says that the 30 day flight ban from Europe applies to everyone regardless of citizenship.

My opinion? We should let them return if they test positive but put them in quarantine immediately.
