FROM WASHINGTON. The Report of the Paraguay Commission -- Awkward Position of the Government -- Mr. Lincoln's Cabinet Already Arranged. Special Dispatch to the New-York Times. WASHINGTON, Sunday, Aug. 12. Commissioner JOHNSON returned here on Friday, and has during his absence completed his opinion and report upon the Paraguay question. Additional arguments and evidence were submitted on Saturday to the Commissioners, who will meet tomorrow to consider the same, and make their award, which will be submitted to the President. Such information as I can gleam confirms my dispatch of a fortnight since, that the award will be in favor of Paraguay. This decision is understood to have occasioned the President great annoyance, and it is not improbable that an attempt will be made to set it aside upon the principle that Paraguay had acknowledged a debt which is denied by her Consul and by both Commissioners. At all events, the opinion gains ground that the fishiness of the claim has been most satisfactorily proven. The Administration fears ridicule, for never did so big a mountain produce so small a mouse. We have already much speculation here as to LINCOLN's Cabinet. Mr. SEWARD is set down as Premier, as his occupying the first position will give caste to the Administration, and in some measure quiet apprehensions at the South. The Republican managers here repudiate the idea of Mr. GREELEY receiving a Cabinet appointment. The French Mission is assigned to him. HENRY WESTER DAVIS is booked for Attorney-General. The other names I have been unable to learn, though the National Committee have, I understand, a full ticket arranged. Q.

They guessed right on William H. Seward being Lincoln’s Secretary of State, but Lincoln made Edward Bates his Attorney General, later replaced with James Speed.
