We publish a second capital letter from Col. PERRY, of South Carolina, in another part of this morning's TIMES. It is like the first, which we copied a week or two ago, able, independent and full of common sense. The appearance of such documents in the South at the present time is quite a phenomenon. They are as remarkable as the Meteor, and quite as worthy of being watched and studied. Any man in the extreme South, who ventures, in these days of feverish excitement and irrational apprehension, to look facts fairly in the face, and talk to his countrymen as men of sense, will certainly make himself an object of curiosity and possibly of admiration. Col. PERRY belongs to that class of men, which is becoming rare in the South, who having eyes and brains, venture to use them. He does not take his opinions from the clamor of demagogues, or his policy from the plots of selfish cowards. He studies events for himself, -- forms his own conclusions and gives them to the public for whatever they may be worth.
