Rain commenced falling all along the Hudson River as early as Wednesday evening, and a thick fog prevailed, which interfered seriously with navigation -- it being almost impossible to distinguish the lights on the steamers and other vessels for any considerable distance. The only damage reported thus far has been from the flooding of cellars and basements.
