It looks like he attempted to fire on an empty chamber, partially racked the slide, tried to fire again, and then finally fully racked the slide and was then able to start shooting. It appears that he failed his partner by not being ready to shoot.
Yes, he waited way too long and what was the woman cop doing even being there if she’s not willing and prepared to act in that situation.
