Special Dispatch to the New-York Times. PHILADELPHIA, Tuesday, Oct. 9. The election, to-day, up to the hour of 2 o'clock, had progressed very quietly, although an unusually large number of votes were being polled. There are two hundred and seventeen voting Precincts in the city, making an average of about 360 votes cast in each Precinct. The watch over the polls has been very strict -- the assessments being closely scrutinized by the challengers of both parties. I have seen New-Yorkers at, at least, twenty different polls, giving the appearance as if it were a kind of fusion contest between the two cities. The Election was concluded without any indications of rioting, and without the slightest disturbance at the polls. Between 6 and 8 o'clock there was much talk of betting. At the Girard House, several bets were made of $100 to $70, and $100 to $65 on CURTIN. One bet of $100 to $25 on CURTIN was made by a New-Yorker, who offered to repeat three or four times without getting takers.
