A BETTER FEELING GAINING GROUND. Refutation of Ridiculous Stories -- Letter from Mr. Botts. A Grand Union Mass-Meeting to be Held in Virginia. Good Effects of Keitt's Last Speech. What the President will Do in Case of Secession. FURTHER NEWSPAPER VIEWS. Special Dispatch to the New-York Times. WASHINGTON, Wednesday, Nov. 14. In the absence of official information, the War Department discredits the report that the Washington light Infantry are in possession of the Charleston Arsenal. It may have originated in Capt. GARDNER's sending up for some articles for Fort Moultrie, including paint and percussion caps. These were sent to the wharf from the Arsenal, but the owner of the wharf refused to let them be forwarded to the Fort unless directed to do so by the town authorities. The articles were returned to the Arsenal, as there was no immediate necessity for them at the Fort. Had the storekeeper been so disposed, or had the troops been directed to guard the property against mob violence, official information would no doubt have been telegraphed here. Fort Moultrie is not dependent on the Charleston Arsenal for supplies. The Intelligencer this morning contains an "authorized" correction of two supposed errors in my dispatch in Monday's TIMES. It denies that Mr. CORWIN said that fear would ever operate on the South, or that he attributed certain unworthy motives to Mr. LINCOLN. The TIMES dispatch contained no such statements, and the authorized correction was quite superfluous. There is evidently a better feeling here to-day in reference to the Southern difficulties, and strong hopes are now expressed that a few speeches like Mr. KEITT's will arouse the Southern States to avert, if possible, a "common ruin," by arresting mad fanaticism.
