Pretty much any movie with Peter Sellers in it is my favorite movie, but especially his starring roles in the Pink Panther movie series.
In this particular scene in I think is "The Pink Panther Strikes Again", Inspector Jacques Closeau is the midst of tracking down former Chief Inspector Dreyfus and stop him from using the Fosbender Lazer weapon again.
At the hotel, Closeau enters to get a "reum", and while the elderly gentleman is examining the check-in card afterward, Jacques encounters a scruffy, small canine.
"Does your dog bite?" Closeau inquires.
"No," replies the German mountain innkeeper.
With that, Jacques crouches down before the mutt and with saying "Cute little doggie", he reaches to pet it and it latches on to his begloved hand as to rip it off.
Snatching his hand free of the growling scruffian's grip and the finishing report of a sharp bark, Inspector Closeau angrily exclaims, "I thought you said your dog does not bite!"
Taking the pipe from his mouth as he watches, leaning on his elbows from the check-in desk, the elderly gentleman replies, matter-of-factly,
"That is not my dog."
So much of the humor in those movies is completely predictable, but it is still hilarious. Classic stuff.

Indeed. You could see it coming a mile away - but it was still absolutely delightful. Wish that we had more like those flics.

Funny you mention this. I was just looking for Pink Panther and Peter Sellers on YouTube last week and came across this clip and had some good laughs and memories.
On the other hand, I understood every word Group Captain Mandrake said.
Spot-on, P.O.E., gammy leg and shoot off the lock, you twit!!!
In my experience, the accent was exaggerated, but not that far off in many cases.
"Doo yoo haf a lee-sanse for zhat minkee?"
Especially when she and Cluseau sneak into that little Puget and then end up in the midst of a traffic circle jam—and people in a bus and other cars are pointing and staring at their unclothedness. And she...just..loses it.
And Jaques starts hollering at the top of his lungs too.
And, back inside the police wagon with officers looking from the back windows as they hold on. Beebobeebobeebobeebo...
“Well, that felt good!”
“You zey eet ezz againzt zee law??”
Miss (I can’t remember her name.) is innocent (pause) of murder.
“I suspect everyone, and I suspect no one.” “Rit of fealous jage.”
Watching Chief Inspector Dreyfus go cross-eyed and blow a gasket was always a hoot.
“That felt goed!”
I liked the scene from one of the movies when he was disguised as a pirate with an inflatable parrot on his shoulder.
“He doesn’t tell me whaat to play, and I don’t tell him what to do wizh hees monee.”
