On Android, for most or all versions, turning those off does not stop tracking and location data. If fact, there is no way, since Android is a Google OS, and Google makes its money by selling user data to third parties. It does not matter what you do - using the phone for any reason (business, personal calls, texts, checking email) activates tracking and location data. On Android, Off means tracking and location data are hidden from you.
You might have to do some digging to find all the sources, but only Apple actually tries to protect privacy and location; Off means off on Apple.
Uh, no, Apple does not sell or market using your data, except for its own Apple products.

Keep using the one OS that makes money by selling you to other people, and send Google a bouquet for writing that wondrous OS.
Alphebet/Google makes money selling people’s data to third parties. That’s their business model.
Apple makes money by selling excellent and long-lasting hardware and a bit of software like Filemaker. That’s their business model.
