The Texas Democrats went to D.C. with a case of Miller Lite and left with 6 cases of Corona.

Texas should be able to call a quorum if enough of who is actually present votes they have a quorum.
Ie instead of x percent of all reps, x percent of all reps present at that moment
Especially under these circumstances.
Better yet, they should invoke any rules they have to declare those fled delegates derelict of their jobs, declare they have not upheld their oaths of office, that they have vacated their seats, declare their seats vacated, and then call for a quorum, as then everyone present are the legal number of reps left. Then get the legislation passed.
