Having loaded both blanks and live cartridges in single action revolvers, I can’t understand how a mistake like this was made. Looking at the cartridges, you can readily tell the the difference.

I hate to be cynical, but IATSE, a Hollywood craft union and the studios are squalling.
And the IATSE guys all walked off of the set of this production the same day that this happened, including the armorer, who was under normal circumstances, the only person with unrestricted access to those guns.
Not making an accusation, but the unions have been known to do some fairly reckless things during a dispute.

There is a third ammo option in this case, “dummy” bullets that look real but are inert. They are needed for scenes showing guns being loaded, etc.
