A council in Australia appears set to effectively ban cats from being outdoors unless they are on a leash.
Planned changes to laws in Freemantle, Western Australia, would see felines prohibited from all council owned areas, including roads, verges and bushlands.
"While we have prohibited areas in our natural bushland, cats are still entering.
"At a minimum our bushland areas need a prohibited area buffer. Many of our native verge gardens which also act as a wildlife refuge also need protection from cats."

Clearly they did not consult with the cats regarding this.
Rats and mice approve leashing cats.
Perhaps a council member could try putting a leash on a cat. That video would go viral in two seconds flat.
This is clearly the most pressing issue in Oz...
Stray cats are a problem everywhere I have lived. They are a danger to pets and wildlife and don’t contribute to the environment.
My neighbor’s cat wanders over and kills field mice on our property.
If they were a little larger I would give them a high five!

No cat i ever owned would cooperate with walking on a leash. Most of them would have kept bucking like a bronco or gone full passive resistance by lying limp, forcing me to drag them

I’m fed up with AH’s who just can’t bear for any life form to live free of their control. Leash the petty tyrant Councilman and rename the town Slavemantle.
I’m not sure it’s entirely under human control. Last summer eastern Australia experienced one of that country’s periodic mouse plagues - where there is food, the cat population will flourish. Where the food diminishes, so does the population. Rabbit control has proven to be elusive despite the deliberate spreading of myxomatosis - the bunnies built up an immunity after about ten years. Human influence does not equate to human control.
This spring we had tons of feral cats in our neighborhood. By fall, I think it’s down to 1 or 2.
Our area also has fox, hawks and eagles
