Overall this seems like a benefit to the world. Cutting Russian hacking gangs off from the USA is to our benefit, and I can’t think of anything useful that would be lost.
What makes you think they'll turn off THOSE routers?
I'm sure they'll think about cutting off Ivan and Olga Q Public-sky, but the Russia Government will still monitor, ping and sniff packets. And create bots promoting their virtues, ideals, whatever to put out there. The cost of doing that is minuscule compared to the results. State hackers won't be banned.

What will be lost is input from the outside world, so Putin can spin any lie he wants about what’s happening to Ukraine, or any other country that he attacks. If Ukraine falls, Moldavia would be next.
Russian hackers will still have their access.
