Creeping up on someone playing “assassin” holding a realistic looking paint gun, may not be a good idea in a place where other citizens are carrying concealed weapons.

Yep. These days I would recommend players use nothing resembling a real weapon (so pillow yes, Nerf no) although the cops here seem to be noting the more obvious precaution that playing in traffic is not usually bright. :)

Sounds like making something bad out of something that is not so much so.
It also sounds a lot better than the groups in the back of pickup trucks going through town shooting bottle rockets at each other. I thought that was multi-level madness.
