I’m willing to bet the jail does not want a celebrity black person. It’s likely that he is at risk of harm because the other inmates can become instantly famous just by hurting him...infamous if they kill him. Rather than risk the bad publicity the jail will keep him in whatever confinement they can manage where he is not exposed to other inmates. He’ll probably get better food and whatever fancy coffee he wants. Even if he’s treated like visiting royalty, he’ll complain nonstop and throw around the “R” word even if there aren’t even any white people working in the prison.
