the mob was heavily involved with this movie in various ways. It’s possible that Caan asked for permission not because he was a member but just so they didnt come after him..or just a sign of respect since the Don was throwing his weight around

If you would actually read the article Gravano specifically states he was not a Made Member because of Caan’s heritage. You can be an associate within the Mob but, only Italians can ever be Made Members.
