Per John’s statement, I personally never pray for rebellion. Rebellion is unlawful assault on/atttempt to overthrow a valid, legitimate authority. Think Satan trying to overthrow God.
Revolt, however, is lawful attempt to overthrow an invalid/unlawful authority. Think the 13 colonies over the literal tyrant King George III.
These words are very specific and those are the definitions. Never for rebellion. Only potentially for revolt.
