A cruise ship that is guaranteed to be immobile, dead in the water, at some point? A cruise ship that utilizes technology that cannot even power a Ford Lightening out of the Sierras in winter?

As far as I am concerned, if a private company wants to get investors and give this idea a go, I would zero problem with it. I am against projects like this when the government subsidies start.
I have no doubt that somewhere, government subsidies are in the cards...
