Guess what. There are places in Russia every bit as dilapidated as the worst neighborhoods in Baltimore.

I don't know what you mean by "normal people" but I am sure the poor people in Russia are normal people just like the poor people in America are normal people. They just happen to be poor for whatever reasons or decisions caused them to end up in that situation.
