I noticed. Some people still prefer East LA, North Philly or upper Manhattan on a hot, summer night.

Plenty of land-whales here in rural flyover country but very few have pink hair.
They showed the nice parts of Moscow. It has districts like you describe, have seen them when I visited in 2011.
Nothing like san Francisco of course, and par for the course for any city with more than 5 million people
