This will done via Social Security and in my case Login.gov.
Social Security said they will send me a letter, which might take 15 to 20 days, so I can continue the process.

I admit that I haven’t set foot in Franklin for over 20 years but my memories of it was that it was a nice relatively crime free upper class suburb of Nashville. Where is this bad area in comparison to the Carter House and the downtown area?
