Yes. “Arrested” is one thing.
Administering justice is an entirely different thing. And, these days, they are separate and independent events.
(The suspects’ identities were not revealed by authorities in connection with that heist.)

I wonder if stores could get automatic locked doors so if one goes the doors automatically lock and nobody else can leave with the theft goods. Yes a fire hazard but only locked until everyone drops the items.
This will not end until the news story has this phrase:
“...several thieves died in a hail of gunfire.” or the like.
Looters (rightly) assume they will:
Not be identified;
and if identified, will not be arrested;
and even if arrested, will not serve jail time.
Glendale is different than the rest of Los Angeles county. Hopefully these punks get the “book” thrown at them.
They arrested the one person who stole work boots.
