FEMA announces initial designation of community disaster resilience zones

On September 6th, Federal Emergency Management Agency (FEMA) announced its designation of 483 Community Disaster Resilience Zones. Community Disaster Resilience Zones will build disaster resilience across the nation by driving federal, public and private resources to the most at-risk and in-need jurisdictions. Designated zones will have prioritized support to access federal funding and technical assistance for resilience and mitigation projects. Dr. Ned Gardiner of the CEE division, program manager for Climate-Smart Communities Initiative (CSCI), negotiated with the awardee of the CSCI grant as well as with FEMA to have CSCI included in the FEMA announcement.

Like the Community Disaster Resilience Zones, NOAA’s Climate-Smart Communities Initiative program, which is funded by the Inflation Reduction Act, will accelerate the pace and reduce the cost of climate resilience-building for communities across the United States. The CSCI program will work with communities to co-develop equitable climate resilience plans that can be readied for funding and implementation. The priority is to assist communities that are at the highest risk to climate impacts and natural hazards and have the most need for assistance, such as the FEMA-identified Community Disaster Resilience Zones.

The vision for this program is to harness the power of collaboration and cross-sector coordination across governmental agencies, philanthropic foundations, private non-profits, universities, the insurance industry, and private businesses. The goal is to ensure the most at-risk and most in-need communities have the support, resources, and opportunities they need to improve their resilience.

A CDRZ designation offers opportunities for private entities and public private partnerships to reap the benefits of resilience investing, leveraging the up to 13:1 return on investment for mitigation and resilience projects. Collaboration between government, non-profits, and private business facilitates experimentation with service delivery models including innovative financing methodologies.

Are these the areas they think will be safe when all the SHTF? 13:1 return on investment? Largest swath is where? Mostly government lands? Uh...interesting.

Yeah, I finally clicked on the map and enlarged it so I could see. Interesting spread of zones...kinda makes you go ???. I notice there’s a big chunk towards the NE coast of North Carolina...New Bern, Nags Head. (I’m In NC)

Looks like an expansion of an already out of control Federal govt.

Bug-out locations? The zones seem to be in some of the most remote areas, and probably have about zero infrastructure. Like wild horse habitat in Nevada.

The zones correlate ~98% with “Climate and Economic Justice” zones that are classified as “Disadvantaged” (a toggle on the map shows those). About a third of the country is classified as “disadvantaged”. Almost all the area of several states are either that or “partially disadvantaged”. Does this give FEMA the authority to do stuff they would otherwise have to leave to the states?

I don’t know if they’re talking about a tornado shelter, a trampoline park or an investment camp. That is probably the reason for the word salad.
