First of all, I want to commend our defenders in the sky – during the missile strike this morning, a significant portion of Russian missiles were successfully intercepted. However, not all. Missiles hit Kharkiv and also Dnipropetrovsk region. Necessary assistance has been provided to all those affected. One person was killed. My condolences to the family and friends. We are working as hard as possible with partners to enhance Ukrainian air defense. We keep working now – almost every week brings new arrangements and opportunities for Ukraine. This Russian regime repeats the evil it has already done but tries to make each strike more painful. We are aware of this. And I thank everyone who defends Ukraine from Shahed drones, who repels Russian missile strikes, our intelligence, and every partner who has made a decision to support the Ukrainian air defense and impose sanctions against the state-terrorist that can truly limit it. Let those in Russia not doubt: everyone – from terrorists to terror propagandists – they will all be held accountable. For every strike.
I held a Supreme Commander-in-Chief’s Staff meeting. As always, the Commander-in-Chief and each sector commanders reported on the operational situation. Kupiansk, Lyman, and all Donetsk directions, south. I thank all the soldiers and commanders for their resilience and valor. The task of our state – even now, in winter, no matter how difficult it may be – is to show strength and not let the enemy seize the initiative, not let them fortify. I thank everyone whose actions ensure this for Ukraine – our ability to make our moves. Ukrainian President Volodymyr Zelenskyy participated in the inaugural meeting of the International Coalition for the Return of Ukrainian Children, unlawfully deported and forcibly displaced to the Russian Federation from temporarily occupied territories of our state.
Opening the coalition meeting in Kyiv, he expressed gratitude to all indifferent people who joined the International Coalition.
“The forced deportation is one of the most cynical crimes of this war. Children are not merely ‘taken away’ from the occupied territories of Ukraine. Russia deliberately attempts to sever any connection children have with Ukraine, with their relatives, and their loved ones. Children are taught lies about Ukraine and this war. They are placed for illegal adoption, even when they say they have relatives here, in Ukraine, and try to restore contact with their families,” Volodymyr Zelenskyy said.
He added that in Russia, efforts are made to erase the national identity of young Ukrainians, which is evidence of Russia’s genocidal policy towards Ukraine.
“The world knows that this crime committed by Russia against Ukrainian children, against our families, is not something random but an organized effort of the Russian state system – various branches and individuals, from Putin to all those who exercise criminal orders and ruin lives, especially those of children,” Volodymyr Zelenskyy said.
The head of the Ukrainian state added that the warrants from the International Criminal Court to arrest President Vladimir Putin and Russian Children’s Ombudsman Maria Lvova-Belova are compelling evidence that the deportation of children will not go unpunished.
At the same time, Zelenskyy said that time is crucial in the matter of returning Ukrainian children. According to him, it is important for young Ukrainians not to lose their entire childhood in a foreign land, and for the cruelty of Russian state criminals not to break the children and their connection with their country and loved ones.
“Russia itself claims hundreds of thousands of deported Ukrainian children whom it stole from Ukraine and is trying to assimilate into its society. As swift as possible and vigorous efforts are needed to bring all these children back,” he said.
The Head of State reminded that one of the points of the Ukrainian Peace Formula is the return of people from Russian deportation and captivity.
“I urge you to enlarge our coalition – to increase the chances of every Ukrainian child to live at home, to live in general, to return not in years but as soon as possible,” Volodymyr Zelenskyy said.
Leaders of world nations, representatives of foreign governments and parliaments, international human rights advocates, as well as public and cultural figures, participated in the inaugural meeting of the International Coalition of Countries for the Return of Ukrainian Children both in person and via video links.
In particular, President of PORTUGAL Marcelo Rebelo de Sousa, in a video address, affirmed, “The forced deportation of children contradicts international humanitarian law and the fundamental rights of the child and human beings. The International Criminal Court has issued arrest warrants, and many children’s rights organizations have expressed concern about this extremely important issue. It is also important to ensure accountability for those who have committed these crimes. That is why Portugal has established a center to prosecute those who commit crimes of aggression against Ukraine.”
He stated that together with the EUROPEAN UNION and other international partners, Portugal reaffirms its unwavering commitment to supporting Ukraine.
LITHUANIAN President of Lithuania Gitanas Nausėda, in a video address, said that Russia’s forcible displacement of Ukrainian children is one of its most heinous crimes in the war against Ukraine. The Russian regime separates families, undermines strong bonds between parents and children, and violates the sense of personal identity.
“Lithuania, together with the entire democratic world, remains in solidarity with Ukraine. We demand the immediate return of all Ukrainian children to their families by Russia,” Gitanas Nausėda said.
President of SLOVAKIA Zuzana Čaputová, in her video address, emphasized that today marks an important step in joint efforts to bring Ukrainian children back home.
“We are extremely determined to organize this process. We are also disappointed that in the 21st century, thousands of children are illegally taken from their places of residence, and the youngest and most vulnerable population suffers from Russian aggression,” she said.
According to Zuzana Čaputová, all those responsible for crimes against children must be identified and held accountable.
During his video address, Prime Minister of IRELAND Leo Varadkar said that today’s meeting of the International Coalition for the Return of Children is an extremely important step to remind Russia that all actions have consequences. He emphasized that his country seeks to help ensure the safe return of all children and adults deported during the war.
“Ireland reaffirms its steadfast solidarity with the people and government of Ukraine. We strongly condemn the kidnapping of these children and insist on their release,” the Prime Minister of Ireland said.
“Children should never be used for military and political purposes. That’s why all of us gathered here today must work with the entire international community to ensure the return of all children home,” Minister of Foreign Affairs of CANADA Mélanie Joly added.

Day 653 of the Russian full-scale military aggression against Ukraine continues.
The Russian federation continues to wage a war of aggression. Despite significant losses, it does not abandon its plans for the complete occupation of Ukraine. The enemy continues to ignore the laws and customs of war, uses terror tactics, conducts strikes, and shells both military and civilian targets.
The operational situation in eastern and southern Ukraine remains difficult.
During the day of December 8, there were 77 combat engagements.
The enemy launched a total of 27 missile strikes, 49 air strikes, 27 MLRS attacks at the positions of Ukrainian troops and various settlements. Since the beginning of the day, Russian occupiers have launched strikes on Ukraine, using 20 Kh-101/Kh-555 air-launched cruise missiles, 1 Iskander-M ballistic missile and 6 S-300 anti-aircraft guided missiles. The Ukrainian air defense forces destroyed 14 Kh-101/Kh-555 cruise missiles. Unfortunately, the Russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15 settlements came under enemy artillery and mortar fire, including Loknya, Iskryskivshchyna, Hrabovske, Seredyna-Buda (Sumy oblast), Huriv Kozachok, Veterynarne, Hraniv (Kharkiv oblast).
KUPYANSK AXIS: Ukrainian defenders repelled 9 enemy attacks in the vicinities of Synkivka and Ivanivka (Kharkiv oblast). The adversary launched an air strike near Petropavlivka and Podoly (Kharkiv oblast). The invaders fired artillery and mortars at around 10 settlements, including Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: Ukrainian defense forces repelled an attack of the invaders who attempted to force Ukrainian units out of their positions in the vicinity of Spirne (Donetsk oblast). Moreover, the invaders launched air strikes in the area of Serebryanske forestry (Luhansk oblast) and Serebryanka (Donetsk oblast). The occupiers fired artillery and mortars at around 10 settlements, including Nevs’ke, Bilohorivka (Luhansk oblast), Yampolivka, Torske, Serebryanka, Verkhniokamyanske (Donetsk oblast).
BAKHMUT AXIS: Ukrainian defenders repelled 10 attacks near Bohdanivka, Ivanivske, Klishchiyivka and Andriyivka (Donetsk oblast). The adversary launched an air strike in the vicinity of Chasiv Yar (Donetsk oblast). Around 10 settlements, including Bohdanivka, Ivanivske, Klishchiyivka, Andriyivka (Donetsk oblast), came under artillery and mortar fire.
AVDIYIVKA AXIS: Ukrainian defenders repelled 32 attacks in the area east of Novobakhmutivka, Stepove, Avdiyivka, Tonenke, Pervomaiske (Donetsk oblast), where the enemy, with air support, was making unsuccessful attempts to breach Ukrainian defenses. Also, the adversary launched an air strike near Lastochkyne (Donetsk oblast). The enemy fired artillery and mortars at more than 10 settlements, including Berdychi, Stepove, Avdiyivka, Tonenke, Nevelske (Donetsk oblast).
MARYINKA AXIS: Ukrainian defense forces continue to hold back the enemy in the vicinities of Krasnohorivka, Maryinka, Pobjeda and Novomykhailivka (Donetsk oblast), where the enemy launched 20 failed attacks on positions of Ukrainian defenders. The settlements of Hostre, Heorhiyivka, Maryinka, Pobjeda, Novomykhailivka (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the enemy conducted no offensives. Around 10 settlements, including Vodyane, Vuhledar, Prechystivka, Urozhaine (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS axis: Ukrainian defense forces repelled 1 enemy attack west of Verbove (Zaporizhzhia oblast). More than 20 settlements, including Charivne, Hulyaipole, Huliaipilske, Mala Tokmachka, Pyatykhatky, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the enemy fired artillery at the settlement of Ivanivka (Kherson oblast), and the city of Kherson.
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and inflict fire on the enemy.
During the day of December 8, Ukrainian Air Force launched 3 strikes on concentrations of troops, weapons and military equipment, and 1 strike on an electronic warfare station of the occupiers.

Head of the Office of the President of Ukraine Andriy Yermak held a meeting with a delegation of the French Republic, which included advisors to the President of France, Xavier Chatel and Bertrand Buchwalter, and Deputy Chief of Staff of the President of the French Republic, Brigadier General Jean de Monicault.
Deputy Head of the Office of the President Ihor Zhovkva, and Ambassador Extraordinary and Plenipotentiary of the French Republic to Ukraine Gael Veyssiere also attended the meeting.
Andriy Yermak expressed gratitude to France for its assistance to Ukraine during the Russian aggression and extensive support for the Euro-Atlantic integration of our state. The current security situation in Ukraine and the main defense needs were discussed.
The parties exchanged views on bilateral contacts in the near future.
The head of the Office of the President informed the French side about the progress in implementing the points of the Ukrainian Peace Formula and expressed hope for the involvement of as many countries as possible in this process.

At a meeting of the sectoral working group on mine action, Ukraine presented the draft Strategy, as well as plans and needs for 2024.
The draft National Mine Action Strategy, preliminary results of work in 2023, plans and needs of Ukraine in the field of mine action for the next year were the main topics of discussion at the second meeting of the Sectoral Working Group on Mine Action on 7 December in Kyiv.
The meeting was attended by representatives of about THREE DOZEN DONOR COUNTRIES and INTERNATIONAL ORGANIZATIONS cooperating with Ukraine in the field of mine action, as well as Ukrainian government agencies – the Ministries of Economy, Defense, Internal Affairs, Foreign Affairs, and the State Emergency Service. The meeting was co-chaired by First Deputy Prime Minister and Minister of Economy of Ukraine Yuliia Svyrydenko, UN Resident Coordinator in Ukraine Denise Brown and Ambassador Extraordinary and Plenipotentiary of JAPAN to Ukraine Kuninori Matsuda.
During the meeting, Yuliia Svyrydenko briefed the participants on the progress in the area of humanitarian de-mining achieved in the two months since the first meeting of the group.
According to the First Deputy Prime Minister and Minister of Economy, Ukraine, together with its partners, held an International Donors’ Conference on Humanitarian Demining, during which donors announced their commitments to assist Ukraine. The certification of mine action operators is actively underway – 18 operators have already been certified, and more than 30 are undergoing certification. A draft comprehensive National Mine Action Strategy is at the final stage of development,
“The plan for non-technical surveys is also being implemented at a high pace. And at the moment, about 50,000 square kilometres have been covered by such surveys, out of a planned 45,000 square kilometres. Another positive aspect is that since September – the time of our last meeting – an additional 50,000 hectares of agricultural land have been inspected and 37,000 hectares have been returned to productive use,” said Yuliia Svyrydenko.
In his turn, Deputy Minister of Economy Ihor Bezkaravainyi focused on the Government’s plans in the area of mine action.
“As the Ministry of Economy, we want to tie all our further efforts in clearing the territories to the impact on GDP – so that our work creates a positive and real effect on the economy and reduces the impact of mine contamination on people, to prevent new incidents and protect people where they have already occurred,” Ihor Bezkaravainyi said.
According to the Deputy Minister, specific practical areas of work have been identified for the coming year. These include creating a transparent market for demining services. Digitization of the sector, regulation of information and process management. Stimulating national production in the field of mine clearance. Finally, coordination of resources to ensure that they are prioritized.
During the meeting, the draft National Mine Action Strategy developed in cooperation with the GENEVA INTERNATIONAL CENTRE FOR HUMANITARIAN DEMINING, the UNITED NATIONS Development Program and other international partners with the support of the European Union and the Howard Buffett Foundation was presented to international partners. Discussing the document, the participants of the meeting welcomed the approaches proposed in the draft Strategy.
Also at the meeting of the Sectoral Working Group on Mine Action, representatives of the Ministries of Economy, Defense, and Internal Affairs presented the priorities and needs for the next year.
