Yep. There might well be no one there. So Rand Paul would be talking to an audience of zero. But I’m guessing Paul’s goal here is just to slow down or even stop a bad bill.

The tweet doesn’t say what the filibuster is for. But I trust Paul. He knows what he’s doing.
