This bill provides FY2024 appropriations for several federal departments and agencies. It also extends several expiring programs and authorities, including several public health programs.

Specifically, the bill includes 6 of the 12 regular FY2024 appropriations bills:

• the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2024;
• the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2024;
• the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2024;
• the Energy and Water Development and Related Agencies Appropriations Act, 2024;
• the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2024; and
• the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2024.

The bill also modifies the Compacts of Free Association that govern the relationship between the United States and the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau.

A president needs Senate consent for not just cabinet secretaries, but also many layers of under-secretaries. Trump finished his term with only a fraction of his picks getting approved.

We need far fewer jobs needing approval, plus the ability to fire people.

The bureaucracy will not obey someone who cannot fire and replace them.

Agencies are a wonderful thing for groups to get their agendas over. So many individuals and layers ‘administrative’ BS stand between the people initiating the crap policies and the people who actually sign off and implement them.

That way, no one is held to account or has to take responsibility.

The "administrative state" was sold with the notion "experts" could decide how to regulate complex issues best. The idea was advanced by Progressives. The progressives made clear only Progressive experts would be suitable.

What they neglected to say was you can always find "experts" on all sides of an issue. Politicians only need to pick the "experts" who give them the policies they want.

Of course, Progressive "experts" always give policies which grow and enhance the power of the bureaucracies.
