Well, fact is most all of the Union Army was raised in Ohio, Indiana and Illinois. They'd been having a dramatic economic depression there for nearly a decade.
They volunteered to shoot Rebels, not get hurt!
I don't know were you get your Civil War info from. Union troops were from ALL states. States had at that time their own militias.
