They have ALWAYS been illegal unless they were being imported as a replacement barrel only. Far too many people have been ignoring this and building NEW weapons of out so called "parts kits". They were open and obvious about it -- not discrete at all. If people had more discretion the BATFE would have continued to look the other way.
Why aren't our elected representatives watching these bureaucrats? Why doesn't one of our elected representatives stand up and say "Hold it right there Batfag. You can't do this".

Since there's no way for the BATFE to know if the incoming parts are for rifle imported before or after 1989, this current ruling probably bans them all -- though logically it shouldn't. I admit that logic doesn't mean a thing to the bureau that made this ruling.
I'd say your best and cheapest bet is to get a 'Pre-ban' barrel for dirt cheap and modify it to fit your pre-1990 rifle that allows 'evil' parts. Those with a 'Post-ban' should adopt ten parts and ignore the situation altogether.
Hell, best idea of all is take your expert legal defense team with you to and from the range.

To answer your question, you could use a foreign barrel if it was imported prior to Sept. 10, otherwise, it has to be a US manufactured barrel (if you can find one).
Given the lack of marking or tracking, by what means is anyone supposed to know the difference?
Key point. Thats why you don't throw away your receipts, and request a copy of the ATF approval letter from your vendor.

Last I heard, the BATFE allows imported replacement *receivers* as well, unless they changed their minds. The ADI AUG-SA receivers are one case in point. They didn't have to be rebuilt into a 'Sporter' if the original serial was retained and the the original receiver was destroyed according to BATFE regulations. You may still send your firearm out of the country for repair work. Many Steyr SA-AUG-A1s were converted to AUG-A2s with new receivers re-marked with the original receiver's serial number. The ADI AUG-SA receivers were permitted for import because the BATFE saw no reason why this procedure had to be executed outside of the United States just to be legal.

H.R. 1703 still needs to be passed in order to keep this new AG inspired ban from taking effect!
