If you did arrest these people you would find that nearly all of them have lots of priors. They have been in and out of the legal system for years, probably since early teens.
One of the things I take from this is that valueless time in jail, which are just gang-banger social clubs, only results in gangstas with more tatoos.

1. Public canings/beatings for offenses below rape, child molesting, kidnapping or murder.
2. Public executions for rape, child molesting, kidnapping, and murder.
3. No welfare.
4. Work farms for those who can't/won't get a job or gainfully employ themselves. No, I don't mean Parchman Farm, but farms where they must work. Good food, decent accomodations, and 40 hours a week hard work.
5. Other work opportunities like apprenticeships for those eligible. All kinds of methods - in connection with community colleges, road work, demolition, building, and repair of disaster areas. Also firefighting and cleanup after.
5. For orphans or fatherless children with incompetent mothers, places like Boys' Town - where mothers could also live, work, learn basic skills.
6. Execution for drug dealers.
7. If the illegitimacy rate doesn't go down, civilization is doomed. It is currently 80% (yes, eighty) among blacks, and one third for the population at large.
