Well, if someone in the White House "outed" Valerie Plame, it would have to have happened before June 14th, 2003.
June 14th, 2003 is the date that Joe Wilson gave a speech at the 2003 Iraq Forum.
The website has a bio on all the speakers, including Joe Wilson. It includes this little gem, "He is married to the former Valerie Plame and has four children."

How is that an outing. What was secret about Valerie Plame was not her old last name but her profession. Unless the program said "He is married to CIA Employee Valerie Plame" (or Valerie Wilson) it is not an outing.
