The oil sands syncrude is shipped without bottoms so it really is the replacement for light bbls.
Most of the northern tier refineries are running some Canadian heavy, especially at a $25/bbl discount off WTI, which is a huge incentive. Some of the northern refineries are already doing asphalt winterfill for next spring's paving season.

Old, read very old, technology.

Read the ("TESTIMONY BEFORE THE SUBCOMMITTEE ON ENERGY AND MINERAL RESOURCES UNITED STATES HOUSE OF REPRESENTATIVES") transcript in it's entirety. There are no environmental hazards with the new technology. The waste residue can be used for road paving, land fill, or for making cinder blocks.

And its a good thing the radiation technology was discarded.

As recently as the '70's it was an important anti-scuff additive for high-performance engines, but now - we HAVE in fact run out of it.

I assume that's because cheaper alternatives ran whale oil out of business.
