I imagine they can expect a visit from the fed's

I see no reason why that should happen. There is no scam here. They are simply asking you to send them a dollar. No promises made. As long as the income is reported at the end of the year & taxes paid, the feds should not care.

They'll probably call it "wire fraud", if they include a mailing address, it'll go as "mail fraud", but they will find a way to get them. These guys have'nt thought up something that hasn't been tried before

Why should they pay taxes? Since they are not doing anything in return for the money, it is not earned income. It's a gift. And as you know, there is no gift tax on gifts under $11,000.....PER GIVER.
