They'll probably call it "wire fraud", if they include a mailing address, it'll go as "mail fraud", but they will find a way to get them. These guys have'nt thought up something that hasn't been tried before

AFAIK asking for money is not a crime. So the guys are Richard Heads, there are certainly plenty of those around. Do you see something here that I am missing? I just can't see anything here that any law enforcement agency would care about.

No fraud here. They're not promising anything. They're simply asking for a buck. As far as I know, asking people if they will give you some money is entirely legal.
