Lobbyist's Brother Guided House Bill

WASHINGTON — When Congress passed the $417-billion Pentagon spending bill last year, Rep. John P. Murtha, the top Democrat on the House defense appropriations subcommittee, boasted about the money he secured to create jobs in his Pennsylvania district.

But the bill Murtha helped write also benefited at least 10 companies represented by a lobbying firm where his brother, Robert "Kit" Murtha, is a senior partner, according to disclosure records, interviews and an analysis of the bill by The Times.

Kit Murtha successfully lobbied the state for a $1.5-million grant to build the complex, according to his biography on the KSA website.

The lobbyist said his brother played no role in helping secure the money from the state.

However, Rep. Murtha took credit for "introducing AEPTEC to the opportunities" in Pennsylvania, according to a news release issued by his office in April 2004. Several of the congressman's staffers attended groundbreaking ceremonies for construction of the business complex and Murtha, in the news release, called AEPTEC "a great example of the way we're reinventing the region's economy."

In June, two months after the groundbreaking, Rep. Murtha's subcommittee approved the $4.2-million appropriation for an AEPTEC wireless network that supported the Aegis cruiser program.

Stalder said he lobbied Rep. Murtha's office on behalf of AEPTEC.

The company, with sales last year of $22.1 million, paid KSA $20,000 during the first half of 2004 to lobby for the appropriation.

Rep. John Murtha is thinking big thoughts.

In early 2004, according to Roll Call, Mr. Murtha "reportedly leaned on U.S. Navy officials to sign a contract to transfer the Hunters Point Shipyard to the city of San Francisco." Laurence Pelosi, nephew of House Minority Leader Nancy Pelosi, at the time was an executive of the company which owned the rights to the land.

The same article also reported how Mr. Murtha has been behind millions of dollars worth of earmarks in defense appropriations bills that went to companies owned by the children of fellow Pennsylvania Democrat, Rep. Paul Kanjorski.

Meanwhile, the Center for Responsive Politics, a nonpartisan campaign-finance watchdog group, lists Mr. Murtha as the top recipient of defense industry dollars in the current 2006 election cycle.


Congress needs to be rid of this crook and then he needs to be prosecuted.

Over a month ago someone posted a link to campaign donations and two Gleason's were listed. They'd both given the max and it was speculated that the second was his brother.

In the wake of the Times story, Roll Call reported last year that the House Ethics Committee may investigate the KSA matter. Ethics Committee staff director William O'Reilly would neither confirm nor deny any ongoing or potential investigations. After Murtha called for withdrawal from Iraq last fall, Investor's Business Daily asked, "could Murtha have been thinking about a possible ethics investigation when he decided to throw himself into the public limelight last week?" Ethics Committee staff director would neither confirm nor deny any ongoing or potential investigations? I guess what's good for the geese isn't good for the gander? murtha doesn't want to be a lonely dirty marine, so he recruits some conscripts?

I really don't think Murtha will be around long enough for an investigation now because come November he'll be gone, but it's the next thing to criminal that he wasn't already nailed by the committee.

There was much talk about him speaking out against the war last year because of the possibility of being investigated to deflect it. The guy is despicable and shameless.

Murtha is just a wooden mannequin moving his lips with lying, lefty, Democrat talking points.

The only thing missing when he speaks is Edgar Bergen by his side.
