If one is not a doctor or a trained responder, then of course they shouldn't get out in mid-day traffic to investigate something like that.
Call the police, call an ambulance, whatever... You'd only be blocking emergency access and creating a worse situation by stopping your vehicle.
Maybe they thought it was some new kind of speed bump....sort of like a traffic circle to slow the cars down..

That was definitely my first thought! Even corpses seem susceptible to Sudden Jihad Syndrome in that part of the world.
You have a good point. Last year I was in a car in Los Angeles when a man collapsed in the street. No one stopped to help him but when I called 911, the operator told me I was about the 10th to call and an ambulance was on its way.
How would you know if it wasn’t a booby trap set up by the Palis?
People don’t know what things are in the road, as they zip buy -— I recall there was a dead body (also a motorcyle accident — the bike went into a construction ditch) on the side of Houston I-45 for several days. (This may have been Dallas.)
But, I don't blame otherwise normal people for driving around a DB in that part of the world, per #3.
Booby trapped was what I thought, too. But somebody should at least have called the Israeli equivalent of 911.
