AIKEN, S.C. - Battling charges that he is a supporter of illegal immigrants, Rudy Giuliani Tuesday promised he would "end illegal immigration" through fences, high-tech sensors and a mandatory tamper-proof card for all non-citizens in the United States.
"We can end illegal immigration," the national front runner for the Republican presidential nomination told a receptive overflow crowd at a community center here in the first of two stops in this largely agricultural state where illegal immigration is rapidly rising.
In his hour-long talk, he did not specifically address charges last week by his rival Mitt Romney that he ran a "sanctuary city" as mayor of New York or his promotion as a Reagan administration official in the early 1980s of its illegal immigrant "amnesty" bill.
Repeatedly, Giuliani stressed his ability to carry out his promise. He compared the task to his decision as New York mayor to require welfare recipients in New York to register. That resulted in fewer welfare cheats and helped slash welfare rolls by nearly half, he said.
In the slide show, called "Bringing Order to the Border," Giuliani also showed for the first time a mock-up of the identification card he proposes be issued to all non-citizens.
The "SAFE card" -- for Secure Authorized Foreign Entry -- would contain the holder's fingerprints or other biometric information and would be entered into a government database to track the entry and departure of every foreign visitor, Giuliani said.
The card would be required for any non-citizen in this country to work, go to school or visit, he said. Those without a card would be deported.
But he did not explain how he would identify illegal immigrants already here in this country, or what he would do with them once he found them.

Panderers never win and winners never pander.
Rudy will “end” illegal immigration by making them all legal under his “santuary” amnesty programs. What a stupid pandering whore.
I don’t know that this is a full barf. Maybe a modified barf. At least he seems to be listening. Maybe they will all end up trying to out-border enforce each other, which would be a good thing. Continued effort is needed to drive them all into the border enforcement camp.
Same old Gulliani BS.

Giuliani is popular because people know he has a vendetta, a personal one against the IslamoFascists, he’ll be a bulldog and that pushes all the other issues into the background. That’s why he’ll win.
Now only if Brownback would see the light as well...
Rudy - how about English only on all ballots?
I apologise for my html mistake above.
Regards
and when they reach for the card you grab them by the wrist. Come on Rudy. And by the way that rhyming thing is for the other crowd.
As all the candidates (D) & (R) get closer to campaigning in The South, the question of illegals looms larger and larger and they better have some good answers or they are Toast!............
If it were only so...
I can almost picture the speech where he tries to emulate Reagan: “President Fox, lets tear down this fence!”
“Giuliani is popular because people know he has a vendetta, a personal one against the IslamoFascists, hell be a bulldog and that pushes all the other issues into the background. Thats why hell win.”
Hmmm.....if true, those Jihadis still alive a year from now will be soiling themselves. One thing about Rudy, he knows how to pursue a vendetta, as you say.
Giving AMNESTY makes one have NO ILLEGAL immigration anymore!
But he did not explain how he would identify illegal immigrants already here in this country, or what he would do with them once he found them.
Sure he did. In the debates he said that we can’t round them up and deport them so we must figure out a way to make them legal.
