The breadth and danger created by counterfeiting is described in the IACC White Paper, ”Facts on Fakes.” If there is any doubt about the connection of counterfeiting to terrorism, here are a few important points:

· On February 28, 2003, Mohamad Hammoud was sentenced to 155 years in prison for helping to lead a cigarette smuggling operation that sent money to Hezbollah.

· The INTERPOL document presented to the Congressional Committee indicated that a wide range of groups - including Al-Qaeda, Hizbullah, Chechen separatists, ethnic Albanian extremists in Kosovo, and paramilitaries in Northern Ireland - have been found to profit from the production or sale of counterfeit goods.

· There have been recent media accounts reporting a link between the terrorist organization Al Qaeda and the trafficking of counterfeit goods. An investigation, involving several countries, into a shipment of fake goods from Dubai to Copenhagen, Denmark, suggest that Al Qaeda itself may be funding itself by trafficking in counterfeit goods. Danish customs, using sophisticated risk analysis software, examined one of the containers on board and discovered that it contained over one thousand crates full of counterfeit shampoos, creams, cologne and perfume. The goods were ultimately bound for the United Kingdom. The United Kingdom later revealed that the sender of the counterfeit goods was a member of Al Qaeda.”

“Computer held by Khadr’s sister contains al-Qaeda files, RCMP say”

ARTICLE SNIPPET: “The RCMP say they have uncovered a treasure trove of al-Qaeda files from a computer once held by Abdullah Khadr’s sister, including “some sort of military operational plan to infiltrate Burma,” according to court files seen by The Globe and Mail.

In February, 2005, Zaynab Khadr left Pakistan to return to Canada, where she has never been arrested or charged with a crime. Still, the Mounties claim she left behind “two large metal containers” in Pakistan that they searched once they were shipped to Canada on June 15, 2005.

Court documents filed in one of her brother’s cases show the Mounties say they found a hard drive that includes “material dealing with bomb making, ricin, techniques of assassination, chemicals, poisons, silencers, etc; incoming and outgoing e-mails of Zaynab Khadr.”

The once-secret RCMP memo of August, 2005, then goes on to describe other seized files, including “some sort of military operational plan to infiltrate Burma and establish an al-Qaeda base, curriculum for religious studies at al-Faruq training camp, techniques to invade prisons, contract for immoral acts; administrative letters from [Osama bin Laden], ETC.””

Local citizens, SOI lead to 19 caches discoveries in 16 days
Multi-National Division – North PAO

SAMARRA, Iraq – Sons of Iraq and local citizens have provided information leading to 19 weapons, explosives and bomb-making caches being found by Iraqi Security and Coalition forces during the first 16 days of May.

The cache items included approximately 100 artillery and mortar rounds, approximately 100 white phosphorous grenades, more than a thousand pounds of homemade explosives, detonation cord, and numerous improvised explosive parts and important documents.

“Al-Qaeda in Iraq used Samarra as a sanctuary previously. Today, AQI has no support from the local population,” said Capt. James Leidenberg, a spokesman for the 1st Brigade Combat Team, 101st Airborne Division. “Citizens of the city are taking advantage of the initiatives to provide safe neighborhoods by removing caches within Samarra.”

The ISF and CF have spent several months building safe neighborhoods for Samarra including establishing walled communities with limited access. The Samarra Operations Center is another example. It provides a multi-representative security force, which jointly protects the city.

“Samarra is becoming an example of what can happen with individuals dedicated to the well-being of their fellow countrymen,” said Capt. Josh Kurtzman, a company commander in the 1st Brigade Combat Team, 101st Airborne Division. “We have National Police working hand in hand with Sons of Iraq and local police and a Kurdish Iraqi Army Battalion. Samarra has become an example for the rest of Iraq.”
